The Labour Relations Outlook 2021 issue briefing will be released in two parts this year. Part 1 focuses on the bargaining environment for 2021. It also addresses key issues such as the impact of COVID-19 on Canada’s economy; compensation plans for 2021; the union-management climate, work stoppage expectations, and ratifications—all of which will influence labour relations and collective bargaining in Canada over the coming year. It uses data from The Conference Board of Canada’s economic forecasting research and the Compensation Planning Outlook 2021 survey.

Labour Relations Outlook—Part 1 provides an overview of the collective bargaining environment that unions and employers can expect to face and offers data to help inform bargaining decisions for the year. Part 2, a separate publication, encompasses interviews from management and labour—and shares insights on the top priorities heading into 2021.
