The knowledge economy requires new approaches to regulation. Current regulations are not very often designed with innovation as an objective—and they should be.

While Canada’s regulatory report card is largely positive, the regulatory framework could be more innovation-friendly, particularly to foreign firms.

The regulatory climate can help or impede linkages between companies and other players, such as universities, colleges and government laboratories.

Future governments will have to find an optimal policy mix of measures that balance the protection of consumers, workers, shareholders, the environment, and the general public with the best opportunities for innovation and competitiveness in order to improve Canada’s innovation performance.
