Organizations are planning moderate base salary increases for 2019, with the average base pay increase for non-unionized employees projected to be 2.6 per cent.

This comprehensive report provides information about the pay environment, union and non-union pay increases, labour market challenges and key human capital metrics such as turnover, absenteeism and retirement rates. Based on responses from the 368 organizations that participated in this year’s Compensation Planning Outlook survey, the average pay increase for non-unionized employees is projected to be 2.6 per cent for 2019: 2.7 per cent for the private sector and 2.2 per cent for the public sector. Projected increases are highest in the food, beverage, and tobacco products industry, at 3.0 per cent. The oil and gas and technology industries follow—each predicting a 2.9 per cent increase. The lowest average increases are expected in the health sector, with an average increase of 1.6 per cent in 2019. Regionally, Saskatchewan has the highest projected base salary increase at 2.9 per cent, while the lowest increases are expected in Manitoba, at 2.3 per cent. Anticipated negotiated wage increases for unionized employees are projected to be 1.6 per cent in 2019; negotiated wage increases in the private sector are projected to be 1.9 per cent—higher than the 1.2 per cent expected in the public sector. We conduct a mid-year survey every year to assess the economic environment’s effect on pay decisions. This report includes a “Winter Update” section that provides an update on pay plans for 2019.
