The first in a series of reports, this report explores in depth the issues of Canadians’ changing values. In so doing, it sheds light on some of the values that are influencing public policy in Canada. The results will be of assistance to government and business leaders as important policy choices for Canada are considered.

  • Fiscal responsibility and government accountability have become priority values.
  • Since the early 1990s, Canadians have increasingly indicated that Canada’s collective approach must be balanced with greater personal responsibility and self-reliance.
  • With the exception of Medicare, Canadians’ support for a universal approach to social programs appears to have decreased. Canadians are demanding that social programs be more affordable, effective and accountable.
