John Biles has acted as the Senior Director of IRCC’s in-Canada Resettlement Operations Directorate since May 2021. In that role he has been tasked with leading the resumption and expansion of in-Canada resettlement efforts after the pandemic and the resettlement of Afghan refugees covered by the Government of Canada’s commitment to resettle at least 40,000 Afghan refugees. The team he leads is part of the Afghanistan Settlement Branch which encompasses work on the in-Canada resettlement of all Government Assisted Refugees as well as the Government of Canada commitments on both Afghanistan and Ukraine. Immediately prior to his current assignment he spent seven years as the Assistant Director and then Director of the Prairies and Northern Territories region responsible for the delivery of the settlement and resettlement operations in Alberta, Saskatchewan, Manitoba, the Northwest Territories and Nunavut. This included managing the arrival of thousands of refugees to thirteen communities across the region including those arriving under Operation Syrian Refugee and the Survivors of Da’esh refugee movement. In addition to his operational experience John has held policy and research roles with IRCC including four years as the special advisor to the Director General of Integration Branch, and spending more than a decade in various roles with the Metropolis Project Secretariat. He has published extensively on settlement and integration in Canada and worked with stakeholders from coast to coast to coast.
