Public policy making in the environmental area has become increasingly complex over the past 10 to 20 years. As the policy mix becomes more diverse, the need to appropriately match environmental objectives (ends) with policy instruments (means) intensifies.

This report describes the Optimal Policy Mix (OPM) Framework, a methodology geared toward public policy making and public policy decision makers. The OPM framework addresses the range of tools in the environmental policy toolkit—from regulation and economic instruments, through voluntary and non-regulatory initiatives, to information.
The OPM Framework is intended to:
- ensure consideration of the different means that can be used to address particular ends;
- provide a tool to assist decision makers (primarily public sector policy makers) in policy analysis, formation, planning and assessment;
- enhance appreciation for the breadth of policy instruments; and
- further understanding of key considerations in the policy formation process.
