In this research, based on dozens of interviews with leaders at small and medium-sized enterprises (SMEs), SME-serving organizations, immigrant-serving agencies, and policy-makers, we explore how the labour and skill shortages facing SMEs in small and mid-sized Canadian cities can be more easily filled by newcomers to Canada.
What are the primary barriers to hiring newcomers to meet the labour needs of small businesses? How can SMEs better attract and retain newcomer talent? What additional support could be provided to employers and newcomer employees by SME-serving organizations, settlement service providers, as well as governments to facilitate the hiring and retention of immigrants and refugees?
