  • The Quebec government’s pre-election budget does not include any increase in personal taxes or any major new economic stimulus beyond what was outlined in last fall’s economic policy statement.
  • Despite a significant effort to restrict spending growth in recent years, the budget will not be balanced before 2015–16.
  • Frozen for the past several years, the government-subsidized daycare fee will rise from $7 to $9 a day by 2015 and be indexed to personal incomes thereafter.
  • The Quebec government’s debt remains a priority that cannot be ignored or overlooked despite the coming election campaign. The debt currently stands at 54.3 per cent of GDP, by far the highest of any Canadian province.

This briefing looks at the Quebec 2014–15 budget and concludes that the government could achieve its target of balancing its books in 2015–16 if the Quebec economy advances as forecast.
