Like many other Western societies, Quebec is facing a demographic problem attributable to a low birth rate, insufficient net immigration, and lengthening life expectancy. This will restrict economic growth, slow increases in productivity, change consumer habits, and cause labour shortages. The Institut du Québec recommends raising the limits on immigration, improving immigrant integration, diversifying export markets, keeping experienced workers on the job, investing more in automation, and reining in public spending and debt.
