The Conference Board invited Canadian union leaders and labour relations executives from large public and private sector organizations to sit down together and discuss the collective bargaining and labour relations atmoshpere anticipated for Canada in 2003.
The Board found that labour-management relations in 2003 will further reinforce the significant dichotomy that currently exists between the private and public sectors. While positive union-management relations continue in the private sector, relationships in the public sector will be arduous.
Overall, in 2003, a healthy economy will provide the backdrop for collective bargaining. Flexibility, productivity, job security, and pensions will form the main bargaining issues. Management will seek increased operational flexibility, to respond efficiently and effectively to accelerating change in a fiercely competitive marketplace. Unions will focus on job and retirement security issues.
