The Conference Board of Canada’s Composite Leading Index rose 1.6 points in March to 107.0 (2010 = 100), hinting at better times ahead after a year of instability. Four of the indicator’s nine components rose, while three declined and two remained unchanged. Sizable gains in energy prices and consumer confidence were partly offset by a precipitous drop in building permits and a weakening labour market that continues to adjust to the low-oil-price environment.
