The examination of best practices reveals that all top-performing countries share certain characteristics. They have strong and dedicated leaders, willing to make tough decisions and focus on critical issues in order to continually improve health care. Their health care workers are dedicated, flexible and motivated and they are willing to accept decisions that balance their own objectives with legitimate public interest. The report also found that the public in each of these countries is engaged in improving personal health and has realistic expectations of which health services the health system can provide.
