According to Conference Board data, the cost of providing health benefits rose from 3.2 per cent of payroll in 1990 to over 6 per cent in 2003. Thirty-eight per cent of unionized organizations who took part in the Board’s 2003 compensation planning survey ranked health benefit plans as one of the top three management issues.
