Light Beginning to Shine for Multiple Cities

As vaccination rates across Canada increase and restrictions decrease, the economy and labour markets of many cities will continue to pick up steam. But the spectre of a fourth wave of the pandemic looms over this optimism. Municipalities and provinces will need to heed the lessons they’ve learned from previous waves to balance growth and public safety.

This edition of our Major City Insights provides new forecasts for growth in 13 major cities across Canada as of September 1, 2021.

Key findings

Last year, output in the health care and educational services sectors declined by 7.6 and 9.1 per cent respectively, while public administration output decreased by 1.7 per cent. All these sectors will be important drivers for the city’s GDP recovery this year.

With a total of four universities located on the island of Montréal, there is normally a large student population in the city. Students make an important contribution to the economy by providing labour and revenue for businesses.

Prospects for the accommodation and food services sector and the arts and entertainment industry have improved in 2021 following last year’s travel restrictions and business closures. We see double-digit percentage gains for both these sectors this year, with advances accelerating in 2022.

We expect a robust recovery of 7.2 per cent for services-producing industries in Victoria this year, thanks largely to rising vaccination rates, but also because many businesses have adapted to the challenges of the pandemic.
