This is generally helpful work but I am surprised at how few practical pathways there are from a governmental perspective. Is alignment of university programs possible? Is it desirable? Is it possible to engage employers as the report suggests? I don't know.
I was hoping for a magic pill but did not find it here, but it is another good background bit of work.

It is fantastic to see a well researched document on these imperative topics.  Youth employment and labour market needs is a complex multifaceted topic and the CBoC deftly dives into it, astutely identifying the challenges and possible solutions.
