Changes in demographics is a significant challenge for Atlantic Canada and even more so for Newfoundland.  Retaining immigrants is especially challenging when unemployment rates are at 15% and participation rates are low.  My neighbor who came to NL about 2 years ago is now moving to Ontario due to lack of employment opportunities.  The report does key in on a number of points that hopefully will help retain more immigrants.
