After dropping to its lowest level in more than two years in October, the Index of Consumer Confidence turned around this month, increasing 4.7 points to 76.4 (2002 = 100). Despite this significant increase, confidence levels remain well off their most recent highs, likely reflecting continued uncertainty in the global economy and the related instability in financial markets.
