The Learning and Development Outlook 2007 examines the results of The Conference Board of Canada’s bi-annual survey of Canadian organizations on their approaches to training, learning and development (TLD). It finds that TLD spending is stagnant and that fewer organizations consider themselves a “learning organization” than in the past.

In an increasingly knowledge-based, competitive and globalized economy, a skilled workforce drives organizational success. Failure to invest in, evaluate and maximize TLD will limit organizations’ capacity to attract, retain and develop the talent needed to survive and thrive.

In addition to providing benchmark data on the amount, focus and allocation of TLD expenditures, this year’s report takes a closer look at informal learning, TLD in small and medium-sized enterprises and regional differences in TLD. It offers suggestions as to how Canadian organizations can tackle the TLD challenge and what changes—in attitude and action—need to be taken to target and enhance TLD.
