MyService—The Toronto Police Service’s Journey on Transforming its Culture

In 2018, the Toronto Police Service began its journey to understand and reshape a workplace culture that had been decades in the making. This significant undertaking, which reflected the dedication of the organization to creating a better experience for its employees, had to be done differently. For it to work, the Culture “work” could not be owned by Human Resource or even just leadership—it needed to be owned by all employees.

Photo of Gloria PakravanGloria Pakravan is the Head of People Strategy & Performance and Talent Acquisition for the Toronto Police Service. She is responsible for the overall people strategy focusing on creating a culture where employees deliver professionalism and excellence in order to better themselves, their teams and the city we live in.

With close to 20 years experience in the field of Human Resources, Gloria is an award winning and recognized HR leader who has held a number of senior management roles in global organizations, including Royal Sun Alliance, Scotiabank and Sun Microsystems.

Along with a Masters in Public Administration, she has her Project Management Professional (PMP) and Certified Change Management accreditations.

About Shari

Photo of Shari MacKayStaff Sergeant Shari MacKay joined the Toronto Police Service in 1998 as a front line constable. Since then, she has worked in organized crime, major crime and other specialized units. She has also worked in strategic organizational programs that contributed to keeping Toronto safe.

Shari joined the People Strategy & Performance team in 2016 as a subject matter expert and program manager. In this role, she has led initiatives including the Competency Framework development, the Mentorship Program, the rebuilding of the Service’s Core Values and is currently leading the Culture Change Program.

Shari is a graduate of Queen’s University’s Master of Public Administration Program.
