Most international tests indicate the Quebec educational system compares favourably with the other Canadian provinces and with OECD countries, but the public high school graduation rate is still low. This problem seems to be due more to existing policies and programs than to a lack of funding.
While investing more in education will definitely improve the performance of Quebec’s public education system, it will be more important to determine where and how to invest. What is needed to vastly improve performance is first a comprehensive evaluation of current programs and policies, followed by major policy and program changes.
