Government exists to improve the lives of people. Digital gives us more power to do that than ever before. The Honourable Scott Brison, President of the Treasury Board and Minister of Digital Government, will discuss how the power of digital can give us the power to reboot the relationship between government and citizens.

Digital Government in Action—Lessons Learned from Municipalities

From the big picture to the front line, this second session will look at what is currently happening in two leading Ontario municipalities, Toronto and Ottawa. Michael and Marc will each discuss their own approaches to change and their vision for digital government at the municipal level. From governance to culture you'll learn how digital transformation is progressing in these two key cities.

  • First things first: getting governance right enterprise wide.

A Change Manager's Job is Never Done—Transformation vs. Culture

This session will consist of lessons learned from DND, PSPC and other Government departments to explain why public facing service organizations feel the pressure to improve user experience inspiring their employees spur the change.

Topics for discussion include:

  • "We're transforming again?" Why the drivers of change need to be well understood by all.
  • The key leadership role is setting the direction and make the hard decisions to spur action, not to dictate how to get there. Their job is to have the right people in place and let them navigate the how.
  • Staying the course towards the vision but allowing for iteration and adjustments.
  • The critical communications tools for building trust and credibility.
  • A change imposed is a change opposed.
  • Celebrate what the current culture does well and build on it! Focus on what we are accomplishing every month, learn from our mistakes so we don't make a bigger one later.
  • Allow employee networks to lead the way.

What role does innovation and experimentation play in digital transformation? Do we want the disruptive ideas from employees to interfere with our roadmap? Does the majority of the organization know why we have to transform and does everybody buy it? How can we support our people who can envision what better could look like and let them experiment and investigate options, allow room to fail fast and collaborate and share experiences in a timely manner.

The Art of the Possible—Realizing the Potential for Digital Government

Sometimes it seems as if we are living and working in contradictory times.

On the one hand new and emerging technologies offer increasing possibilities to transform work and society. Whether it be AI, The Internet of Things, Blockchain, big data, and ever more sophisticated analytics, few areas of the economy aren't facing significant disruption. And that's what makes it different this time-technologies are disrupting the existing status quo and the impact is being felt everywhere.

Along with this potential for dramatic and positive change comes a certain anxiety-what will the impact be on jobs being perhaps top of the list. Yes, AI might enable better service of citizens, but will it replace existing workers, augment their work or expand their horizons? Does anyone really know?

Maybe not, but few are as well placed as Rick Huijbregts to outline the territory and explore the likely, possible and improbable.

We've all heard the phrase "it's not what you know it's who you know". Typically used to criticize nepotism or favouritism, it in fact contains a core of truth when applied during times of change or when assessing individual, team or organizational performance. Your organization's and individual success depends heavily on the networks in the organization and how people are connected and communicate. Digital technology enables a much richer mapping and analysis of these networks.

The Architecture of Failure—Why Learning How to Fail is a Necessary Step on the Path to Success

"We all ask why governments fail, often spectacularly, to carry out their policy goals through bad implementation. When something goes wrong, we watch the arch of public attention rise, demands for accountability, governments move in to fix the problem. Then, we move on. We seldom go back and do a post mortem on failure. Come to think of it, we also seldom do one on successes either..."

So began Andrew Graham's recent brief article in Canadian Government Executive on failure. In this session he will build on this and argue for the need to rethink our attitude to failure, accept it a necessary part of change, learn from it, and avoid it in future.

You will learn about some key cultural changes needed to move from failure to the architecture of success.

Discussion of the Complexities and Opportunities of Culture Change

It has become widely accepted that one of the most critical yet hardest aspects of any change or transformation is the culture. If the culture doesn't align with the change then regardless of the technology you might deploy, or the necessity and value of the change, it will either fail or fail to deliver the desired outcomes.

The recent exchange between the Clerk and the Auditor General over the Phoenix disaster emphasises this point nicely.

In this panel, three change leaders will discuss the role culture plays in change, and share their experiences of how best to approach the issue of culture change.

Timely Conversation: The Importance of Workplace Mental Health for Those in and Leading Transformation

In today's always on, constantly changing workplace it comes as no surprise that the mental health of employees has become a priority for many organizations. The continual demand to do more with less combined with the uncertainty surrounding any change mitigates against the mental wellbeing of all employees. And those leading change are not immune, as they often have to deal with their own issues as well as being there for those undergoing change.

An emerging leader in workplace mental health, The Conference Board of Canada will lead this conversation between a leading advocate for mental health at work, and a leading wellness practitioner as they share their experiences, personal and professional.

Concluding Case Studies—Delivering Digital Inside and Outside the Organization

The event will conclude with the stories of two organizations engaged in digital transformation. In different ways digitization posed a threat and presented an opportunity to each of these organizations.

In the case of Canada Post, the decline of traditional mail posed an existential threat to the iconic Canadian brand. The corporation recognized this threat instead as an opportunity: pivoting its focus to enabling the growing e-commerce landscape. Equipped with a robust parcel delivery network and a focus on technology and product innovation, Canada Post has become an integral player in the e-commerce ecosystem, serving Canadian retailers and shoppers with a best-in-class experience.

Libraries faced a similar challenge as people turned to the Web for information in lieu of print media. Yet researchers from Heinrich Heine University Düsseldorf ranked Toronto as having the best public library system in the world-70% of the city's population use the system. A key part of their response has been doubling down on analogue with events and a focus on creating a great experience.

Change agents from each organization will discuss their approach to transformation and share some of their secrets for success.
