International post-secondary students offer much value to Quebec: educational, social, cultural, demographic, and economic. They enhance the learning environment at post-secondary institutions, have a significant economic impact that supports the employment of Canadians, and are prime immigration candidates. To strengthen its economy, Quebec could use more of their skills, knowledge, and global connections. But Quebec’s recruitment and retention of international students could be more effective. This briefing recommends six ways the province could promote its unique features in the competitive world market for international students, support those who choose Quebec, and encourage their subsequent immigration to Quebec and integration into the workforce.
