Shamira Madhany joined World Education Services in 2018 as Managing Director Canada and Deputy Executive Director after more than two decades of public service in Ontario. Her hard work has brought real, positive change and created new opportunities in the lives and careers of thousands of Ontarians, including newcomers, college and university students, persons with disabilities, and many others.

Shamira has extensive experience of working with the higher education and post-secondary sectors in Ontario. She served as the chief architect of several initiatives aimed at integrating highly skilled immigrants into Ontario’s workforce. As Ontario’s Chief Officer, Diversity and Accessibility, Shamira led the development of Ontario’s first multi-year accessibility strategy, and two strategic plans for making the Ontario Public Service (OPS) a leader in diversity and inclusion. It is in no small part due to Shamira’s leadership that OPS has been recognized as one of Canada’s Best Diversity Employers. Furthermore, she applied her policy acumen, her negotiation skills, and strategic leadership in Ontario’s Cabinet Office, overseeing Ontario’s entire social policy agenda.

She notably led the creation of Ontario’s first funding and accountability framework for colleges and universities, and created the first policy framework for making postsecondary education accessible to indigenous, visible minority and students with disabilities. She has also developed Ontario’s first bridge programs for internationally trained newcomers and played a key role in the launch of WES Canada. Presently, Shamira oversees the WES Canada office. In her role she works across sectors for eliminating barriers to integration for refugees, immigrants, and international students.

WES Canada serves more than 200,000 applicants each year and is the country’s leading credential evaluation provider. The office is also home to the Canadian arm of WES Global Talent Bridge, an innovative program which partners with community-based organizations and others to help skilled immigrants in the U.S. and Canada obtain employment in their chosen fields.

Shamira is a high-energy, transformative leader who is passionate about making innovative public policy, simplifying hurdles to equality, and advancing opportunities for all.

Shamira holds a degree from York University, an advanced certificate in Managing Change from the Rotman School of Management, and a certificate from Queen’s University’s Public Executive Program. She is a frequent guest lecturer at Queen’s University, Ryerson University, and the School of Public Policy at the University of Toronto (now the Munk School of Global Affairs and Public Policy). She also serves on the board for CERIS, and Windmill Microlending.
