This quarterly survey poses ten qualitative questions regarding the business climate and investment intentions to senior officers of approximately 1,500 Canadian business organizations.

Document Highlights

Business sentiment declined steeply in 2018 and has been languishing at a low level throughout 2019. Business confidence has changed little compared with the previous survey, making this the fifth consecutive quarter that the index has been below 90. The last time we had such an extended stretch of business pessimism was after the 2008–09 financial crisis, when business confidence also fell below 90 for five quarters.
