Budget 2019 offers a little to many, with new spending available for middle-class workers, students, and seniors. The budget does not offer incentives for business investment to address Canada’s lagging productivity.
- Ahead of the upcoming election, the federal government announced a modest sprinkling of new spending measures spread across many groups.
- Higher revenue growth than expected made enough room for average spending increases of $3.8 billion per year. The higher spending levels keep the government in the red throughout 2023–24.
- The new spending announcements targeted housing affordability, enhancement of skills, and income support for middle-class workers, students, and seniors.
- Missing in Budget 2019 are significant measures to attract business investment and address Canada’s lagging productivity.
