Conference Board of Canada - Thank you for your comment, the following is a response from one of the authors, Dr. Satyamoorthy Kabilan: In this Scenario, Climate Change has been catastrophic, resulting in severe cuts in the production and consumption of carbon-based fuels through regulation. As these cuts were instituted as a sudden shock to the global economy, they have had a significant negative impact. The major drop in production and consumption of carbon-based fuels due to emergency legislative actions also means that there is little income to be derived from carbon taxes. It is the combination of all of these trends that results in the dampening of private sector growth and job creation.
