Here are a few clarifications provided by the author of this report, Vijay Gill:We look at infrastructure costs against revenue collected from users. As noted the GTHA has 42% of vehicle registrations which is largely what drives the revenue side of the equation. The costs are driven in large part by the extent of the infrastructure in the GTHA and the share of the Ontario road infrastructure that is in the GTHA is far smaller than 42%. That is the primary reason why cost recovery is estimated to be higher in the GTHA. There are data challenges involved with such an exercise as we highlight in the report and make suggestions for improvement in the conclusion. As noted in the report, we do not estimate local government costs vs. revenues collected by local governments. Rather, we estimate revenues from all users against infrastructure costs regardless of the level of government that faces those costs. While doing so is beyond the scope of the report, if we did want to estimate costs vs. revenues by level of government we would start by estimating user revenues by level of government. But then we would also have to track all of the transfers from senior levels of government as well.
