- Manitoba is still feeling the effects of the global recession, which left the province with a deficit of $522 million in 2013–14.
- Steady economic growth, above the national average, will help revenues increase at a consistent pace over the next three fiscal years.
- Attaining the expected surplus in 2016–17, announced in Budget 2014, will be not be easy but it should be possible if spending targets can be met.
